Case study: HIPAA-compliant Medicare CRM with prescription intake, plan comparison, and consent management
US Medicare startup | Healthcare

HIPAA-compliant Medicare CRM with prescription intake, plan comparison, and consent management

A Medicare CRM where agents manage their book of business: every beneficiary, their prescription list, their Scope of Appointment, and the opportunities for a better plan. AI coverage checks find those opportunities by ranking available plans and flagging those that cover more medications or cost less. We built the web app, the backend that also serves the mobile app, and the cloud infrastructure to meet strict HIPAA requirements, then trained the client's engineers and handed the platform development over to them.

Medicare CRM built around each beneficiary

Agents manage their entire book of business in the system and process beneficiaries' health information, so HIPAA compliance was a core requirement and why the client worked with ThinkWeb.

The client's platform is a CRM for Medicare agents. Each beneficiary has a record with their prescription list, Scope of Appointment, the results of their latest coverage check, and opportunities for a better plan. Beneficiaries submit their medications through an intake form, AI coverage checks rank available plans based on location, and the agent gets a shortlist showing what each option covers and costs.

The client's team brought the Medicare expertise and a clear view of what agents need. A system that links prescription lists to identified beneficiaries also has to meet HIPAA, from the user interface to the database. That was ThinkWeb's part: the web application, the backend that serves both the web and mobile apps, the cloud infrastructure, and secure-development training for the client's engineers.

From prescription list to plan recommendations

The CRM handles prescription intake, the coverage check, and the Scope of Appointment.

Streamlined prescription intake

The agent texts a link to a secure intake form, only to beneficiaries who have opted in to SMS. The beneficiary enters their own medications, each selected from RxNorm, the standard US drug vocabulary, with its strength and dose form.

AI coverage checks across the available plans

A check compares the prescription list with the Medicare drug plans available where the beneficiary lives and ranks them by medications covered, then by estimated monthly cost.

Electronic Scope of Appointment

CMS requires the Scope of Appointment before a sales appointment; it is sent, signed, and stored in the CRM, including the plan types the beneficiary agreed to discuss.

Better plan opportunities across the book of business

Each record in the book of business shows the prescription list status and the result of the latest coverage check.

Formularies and prescriptions both change, so a plan that fit last year may not fit now. You can rerun a coverage check for one beneficiary or the agent's whole book of business, their full client list.

Where a check finds an opportunity, the platform names it: more medications covered, or a lower cost.

Transitioned platform management to the client's engineering team

We provided secure development training for the client's engineers working with PHI systems before transferring platform ownership.

The client now manages platform development internally. Training included encryption, key management, access control, and audit requirements. Since the transition, the client's engineers have added new features independently.
